Important The tool strip is deprecated in Flare, which means that it is slated to be removed in a future version.
Flare has multiple global toolbars ("global" meaning they are always available at the top of the user interface, regardless of the type of document, editor, or window pane you are working on at the moment).
Global toolbars can be seen only if you are working in the traditional tool strip view, as opposed to the ribbon view. You can use the Interface tab of the Options dialog (File > Options) to switch between ribbons and the classic tool strip layout.
